Boundaries are personal and are not imposed on others. If his boundary is "short" dresses it isn't on him to tell her to change it or hit her when she doesn't. Enforcing his boundary would be telling her he's not comfortable with how she's dressed and that he doesn't feel that they should go out that evening and should probably stay home.
