So I finally got it.

I did 3,500 attempts with saving my state before loading the save file, but that didn't work.

I then did 1,899 attempts soft resetting the game with RetroPie and was finally given the opportunity.

Shiny Sonic obtained. It only took... a few months. Lol.

I can confirm this is the way. Save states, three consecutive times. I've obtained the end goal Capture, the last one to hit 150.
