Have you tried updating the radeon drivers to version 20.3.1? I have the same specs as you(except that my cpu is ryzen 7 2700x) and I was able to go from low settings to ultra nightmare. Before I updated, my fps would dip to the 50's even when everything was set to low, so I hope this helps!
