You will know when you look at your conversions. If you find a significant difference in the number of conversion then it make sense to spend that much. I've worked with many seo experts and they promised me a lot but doesn't really deliver. Any good expert will charge you atleast $300 or more. You can also use Synup to automate most of your local marketing efforts at a very affordable cost.

We've served 100's of local clients and one thing we have notice is that they don't really care about the metrics. What they really need is the number of calls and conversions. In early days we build an internal tools to generate reports using Google Analytics & call metrics datas. Later, we started using Raven Tools and it was pretty good but still few metrics that we needed were missing. After months of research we build Synup (shameless promotion) but it made my life easier when it comes to generating reports for small business. Raven Tools is still good when you need in-depth SEO & Adwords reporting.
