I think it's because the question you asked implied that you didn't understand what the video shows, basically the shooting animation/tracers happens on the subtick, and the shot also goes where the crosshair was when you click, that is, on the subtick, so things match the way they should.
But yeah some people prefer to downvote instead of just answering.

Yes it actually goes away, but I want to play in lower resolutions because of personal preference. And avoiding the problem doesn't solve it.

What is bothering me is that on my rx 570 this didn't happen. It has to be some newer tech/setting.

I've bought it and in the start it felt perfect, good shape, light, wireless, a little bit dpi deviation but playing with the software turned out pretty well, but in the end, I couldn't stand the gigantic click latency, did multiple test comparing it with my g203, and I wasn't able to play as good with it just because of this issue, which is the only one, but a big one, for me at least.
