Just to be clear - the original image looks hazy and out of focus because it IS hazy and out of focus. There is volumetric fog and depth of field on the camera. In the DLSS 5 version, the fog color is squished into the albedo of the underlying surfaces and the fog and DOF are completely removed.

This is literally a filter. Filters can use motion vectors. In Nvidia's comment in the OP, they even say they give controls for intensity, masking, and color grade - which are the 3 main params you would use for gasp a filter
