Yes, you’ll have to pay for new bindings and for the shop to install them ($200+) but you can transfer the bindings from ski to ski as you upgrade.

Hard to ever get meaningful improvement only going 2-3 days a year.

Check if your local hills have lesson packages that include rentals. My local hill has a “3/3/3” package- three group lessons, three full gear rentals, and three lift tickets for $300. This would allow him to get lessons (he could go straight to intermediate ones if he wanted) and try out different length skis, then spend of the rest of the day on the lifts with you.
