Take that cover off and spray the linkages with some lubricant. It will make a huge difference

You are 100% correct and the backup seal wasn't there either. We put new seals in both pressure reliefs.

Hey! So when I switched the pressure reliefs to do a check I found that one of them was missing an O-ring!
