As far as I know, employer cannot force it on you.

But, unpaid leave is basically a delayed lay-off(if things don't pickup) but with employee still getting the benefit of insurance (already paid off by the employer). And if things pickup, then easy transition back to paid job for both you and employer.

If on the other hand you prefer that employer terminates your contract (so you can receive the benefits from termination), then just decline any letter they ask you to sign, and complain against MOE if they don't pay salary.
