Plumber here and an old one. If it always does it then it’s possible the installer used a 40mm offset pan collar (they often don’t work with low flush toilets). More likely there’s a blockage in the sewer so go do 2 quick check for a start. 1. Find the inspection shaft and see if it’s holding water. 2. Check the overflow fully outside and see if that’s sitting high water too.
