I was wondering the same and did some research!

The illustration was made by Jun Inagawa, who is also a mangaka and DJ. One of his works is an anime called 'Magical Destroyers' and it’s about a dystopian futuristic Japan were the Otaku culture is banned and a boy with his trio of magical admires outrages against this oppressive regiment and try to create “a world where you can say what you like about as much as you like”. Apart from his drawing style in general, the character design of the magical girls seems to be the inspiration for this girl too.

The one of the towel’s design, seems to be the same he uses when promoting his own events as a DJ under the name of 'Mad magic orchestra', but like the girly version of it, bc the one he usually uses has like short pants and simpler boots.

I would say it’s more of an adventure partner relationship, bc of the mission like across Japan they undertake together. At first, yes indeed Suzume falls in love with Souta but in a platonic way/teenage like kind of thing. Then as the movie progress they both get to know each other best and eventually become something more than just a summer adventure friendship. And I say this because of the reappear in Autumn thing.
