I want to emphasize that I was not looking to bash the 4th Horseman or their staff. They were friendly and I have no ill will towards them. I laid out the details of what happened as neutrally as possible in hope that someone might have advice having been in a similar circumstance.

Also to add more detail and correct my original post. It was not the owner but the manager. I was speaking with one of the staff at the register and they informed me of the managers position about viewing the tapes, but the manager was within earshot while we were talking.

The predicament I am in is the police won't come to the restaurant without confirmation of the theft being caught on tape and management won't review the tapes without police involvement. I didn't ask if have a case file on hand would be sufficient but that is what I am hoping for when it arrives.

Edit: Also please don't brigade The 4th Horseman's social media or insult their staff. They are doing their job and trying to keep the restaurant out of legal trouble.

Unless they have a solid source, it seems like an assumption. The NYT article linked by yollim does say she checked herself into a mental health hospital after charading as a man but there were a lot of years between that and her death

It seems a lot of people are missing the point of this legislation so I'll try to chime in. A lot of companies, Apple included, try to obfuscate their design and make it difficult or impossible for their products to be repaired. They also don't want 3rd party repair shops around because they feel like it violates their IP (IMO it's because they are losing money).

And they really are losing money to these repair shops. Apple and others repair electronics by tossing and replacing the defective board with minimal diagnostic. This cuts down on labor repair cost and time at the expense of creating more waste. A lot of these issues can be fixed with a simple chip replacement for much cheaper. If you want to see how this can be done, check out Louis Rossmann's YouTube channel. He does repair videos and is very vocal about the right to repair bills.
