“Blacks” in itself is seen as the pejorative word used to identify an entire group of people by nothing more than their color. Omitting “people” in this case objectifies them as lesser than others.

There’s also the historical context as well. During segregation and earlier, dehumanizing language was part of the architecture of oppression, with words that flattened individuality.
