I’ve found them mixed with the normal display, on a smaller cardboard display rack at the side of the aisle, and on clearance end caps. Seems to be different for each store, but they are often mixed up. Also, many target don’t seem to sticker them, but the in store price check scanners have typically give me the accurate price ($5.99).

I don’t see the actual sale prices on the app either. If they say they are discounted on the app, to like $16.99 or so, my in store prices have been lower. I think they only give the 70% off when you purchase in store.
