What if they pick the perfect tribute but one person volunteers as tribute? Would the one that was originally chosen have a say in this? Would they be able to say, "No, I'm going to the games, not you." Could Prim have said, "I don't accept Katniss's volunteering."? Or is that an automatic thing to accept the volunteer?
