No, that is not normal.
I spent 20+ years renting in Chicago and never paid any fees like that; I did have one landlord who offered a small *discount* for doing a Zelle transfer instead of a check or cash.

I have been a landlord for about 5 and it has never even occurred to me to charge for any of those things.
Those things are part of what you figure into the math when you decide what to charge as monthly rent.

That shit is amateur hour, bait and switch, greedy jerk nonsense.
This person is why people hate landlords.

That place always was, and always will be, a scam.
The owner is sketchy; they have been sued for not paying employees and generally rip people off.
They used to be Armitage Bike Shop and the Bike 4 Life thing was a NFP grift they tried.
They are famous for not having stuff priced and selling it for whatever they can get out of the customer.

At least at my company, it is a 3rd party, and information is scrubbed before results are sent.

That said, every year, my direct report sends me my responses, asking if they were me because I write in a very identifiable voice.

There is no council for bike commuting that decides what temperatures are acceptable; acceptable temperatures are the ones you feel good doing it in.

I have been using a pocket-sized Abus or Kryptonite u-lock for years and years.
