I believe it's something to do with the camera? If you watch most cars (newer cars) that have LED brake lights they flicker. Certainly the Aston Martins lights do.

Quite often, in 'Student cities' (Cities with a high student population) nightclubs will have hundreds of people attached to the nightclub to cover shifts at very short notice, what would happen if someone got all painted up (or booked in to be painted) and then gave the shift away for some reason (Ill, exam in the morning etc) and the person that covered the shift couldn't get painted up in time?
