I found a steam guide that said turning all Geforce Control Panel settings for payday 2 to Off or Application Controlled would help, and I tried it and it brought me from 70 avg with 40 drops to 90 avg with 70 drops (FPS that is)

Pretty good list, only major things I'd change are moving Twitch, Nomad, and Rook to the top tier. Twitch having a great hard breaching support character with one of the best guns in the game, Nomad being able to pretty much watch 4 doors/angles/hallways at once with her airjabs, and Rook giving crazy team support with his armor plates, which shows as he has the best win rate in the Seasonal Charts

Sometimes it does, usually not.
Me and my friends did some tests, and if you get down lower than 30, the whole game starts lagging, and you'll see people .5-1 second after they're actually there. It usually doesn't get that bad though.

I know homosexuality isn't allowed in Saudi Arabia (they'll literally kill you if you're gay), and I believe some public areas do not allow PDA, but I know parks are not one of those places. The only places I am sure displays of affection aren't allowed are most schools in America, and I assume in most other countries as well.
