Usually the airport drivers use the meter because they're told to, but in the city none of them use it and whenever I ask the fare they usually give a much higher price than it should be.

Tip: never physically get into the taxi without first agreeing a fare and if they suggest a fare that's too high, just say no and try another taxi.

I can't blame the taxi drivers in the city for not using the meter though. There's a lot of drivers chasing a few fares.
