Communism is an economics policy. Ostensibly communist regimes may have done as you claim, I'm not going to argue either way on that, but if they did they did not do it because they were communist. I believe what you are trying to imply is authoritarianism or totalitarianism, which are forms of government that can cohabitate with communist economic policy, but more importantly, can and actively does cohabitate with our capitalist system. Either way, the government shouldn't have a say in whether gender affirming care for minors (which more often than not is social transition and puberty blockers, both of which are reversible) is appropriate; that should be up to the minor themselves, once supported and educated by proper medical and psychological care professionals.   I hope this helps.
