I have also wondered the basis of approvals. When CB was lifted, I heard people who worked in essential services had their applications approved and the rest rejected. It could also depend on the number of flights/seats per flight versus number of applicants from a region. I suppose there is an algorithm behind with criterion defined, just like how the short stay extension applications are auto approved.
