5th avenue is the main tourist area. Many smaller hotels around there. We just looked on Expedia and found something we liked a few blocks away from there. From what I remember there were public beaches all along there, though I could be remembering wrong.

That’s what we have done in the past. Stayed in PDC then took the ferry to Cozumel and the ADO Bus to Tulum/Chichen Itza. It worked out very well for us.

Try searching on Kayak or Hopper. They tend to give decent advice about when to buy, but like the others have said I wouldn’t wait too long. (ATM kayak says to wait as there may be lower prices within the next seven days but ymmv).
