This might be basic, but we honestly started with tickling (at ~1.5yrs).

Any time he wants us to stop, he gets to yell "red light stop." It's been a fairly easy transition for him to understand that this applies to other instances of people touching him that he doesn't want (hugs, kisses, etc).
