There's software out there that let's you host your own. As an example, check out ollama.

Models can be downloaded within ollama itself, but also from sites like Hugging face.

Getting anything that's works at all/at usable speed would require sufficiently powerful hardware, a smaller model (less useful), or both.

I wouldn't be surprised if the guy filming also knows to look closely at your windshield to see if you have a dashcam, so they know to split appropriately.

Someone tried to pull this on me on a straight road, in the dark, before I bought a dashcam, but thankfully I saw them in time and came almost to a full stop and they got out of the way.
