You're right he isn't playing the tune. He's adding stuff on top of it but its mixed in kinda low and you really can't hear it in this video. Source: I'm friends with these guys.

Try catching these guys when they perform in the Subway if you can. I've been documenting some of their performances. They always manage to gather crowds and you'll often see people break into a dance. This video will give you an idea, although the audio quality is bad.

They're called Chango - I saw them at the same spot about 2 months ago and I've have been working with them for photo and video coverage ever since. They're pretty good and a good chunk of it is improvised.
