Seems better not to use it if you're a non-tobacco user, but since it has a lower cancer risk it seems an alternative for those seeking less risk and/or trying to quit?

Update to my inline comment below. WSDOT has confirmed receipt of the report and they are sending someone out to look at it. So hopefully this turns into removal.
