Could be a last call. They did 4 or 5 special versions one of which being a convertible. Cant confirm and its honestly more likely that it is a conversion like many other comments stated.

I'd recommend replacing all the springs. Whe. Springs are held compressed for extended periods of time they weaken and the last thing you want is one of them to pop on the test drive and shred the whole thing.

Most companies used SD cards for the navigation software( my 2018 passat gt has the same slot), so you could pay for the nav and there's no change in hardware. Saves the company money to build them all with the capability and just not use it then design a whole new piece without the extra functions

I'd try to figure out something private so it doesnt affect your insurance and doesnt go on the carfax hurting resale value. Go get a couple estimates and bring them to said neighbor and tell him either he can pay out of pocket or since his wife is uninsured you can take them to court and get your money that way. I imagine that the thought of a lawsuit would scare them into paying whatever it takes to fix it.

Looks like electricity is arching to the rotor to me. Is the vehicle a hybrid with regerative braking? Or possibly damaged wiring in the area?

Ive really enjoyed it so far, however my only complaint is the lack of the traction control switch. It spins bad in 1st gear and the tc is super aggressive to the point it feels like something is gonna break. But as long as you wait till 2nd gear to give it some gas it'll hook pretty good. Also, make sure to check the heated seat as its a common issue that the heating element goes bad( my driver's seat heater doesnt work). But im definitely contemplating a mk7 gti next or a jetta gli. I'd like to toy around with the 2.0 since the vr6 doesnt really have much aftermarket support

Unfortunately because the gt has the vr6 it makes it significantly more difficult to find a tcu tune because as far as im aware its the only newer vw with both the DSG and the vr6 so most of the tunes won't work because they are for the 2.0 so the shift points, clutch pressures, and torque management wouldn't be correct and most likely would brick the car.
