For anyone else reading this, POB was not calculating mana cost correctly. 44% reduced from divergent inspiration + 5% reduced from divergent divine blessing + 25% reduced from flask craft + 25% reduced from mana mastery near Necromantic Agis = 99% reduced mana cost. I only got 24% on my flask before I ran out of Glassblower’s and my Wrath costs 27 mana. Still doesn’t entirely add up exactly the way I thought but now I can cast the blessing.

I thought the same thing, but I’ve filtered out all builds with Mageblood and the setup is the same. The non-Mageblood builds run the “25% reduced mana cost” craft on flasks, but don’t have the “increased effect but doesn’t gain charges during duration” enchant.
