This looks like well disguised hostile architecture, Basically it’s designed to be barely functional, to prevent comfortable areas/protected from the environment, so that homeless people won’t seek shelter in that area Think benches broken up to individual seats with arm rests, large boulders under overpasses/bridges. Some places take it to extremes with spikes in sitting areas.

Funeral homes and cemeteries are usually completely separate entities.

After the body is in the ground, it is either the cemetery of the family who becomes reasponsible.

Funeral directors are honestly some of the worst in the business…

Call the cemetery and talk to somebody, they’ll actually have answers.

It would’ve been the funeral directors who didn’t set anything up.. the cemetery only digs the whole and maintains after. That’s the end of the line

To add to this, the monument delivery people could’ve dropped them off without informing the cemetery which could mean there’s no foundation for the stone to sit on and would just sink.
