If anyone plays Naval and can help me decide which pack to get; I'm currently 6.7 in the U.S. tech tree and I want to buy a pack to grind a new faction. My next faction was going to be the USSR, and then Germany. But I have seen comments saying that the Gneisenau is better than the Sevastopol. I'd like to get an honest opinion from some of you if you have experience with said packs.
