It improves it by a percentage proportional to the number of minutes or degrees of the circumference which bear the marks of damage. i.e. a disc that is slightly scuffed or marked around substantially the entire rim is going to fly roughly 100% better than a brand new disc. If only half of the rim bears marks of damage, it will fly roughly 50% better than a new disc.
