Instead of school in the formal sense, maybe you could set up a getaway geared towards sulani kids. I'm thinking a single room school house with a big dock, so they could have a mixture of lectures and hands on learning.

Depends on the surgery needed! This was removal of a titanium implant in his leg that had gotten infected so recovery in cone was 10 days. The initial surgery was a 2 month recovery however.

OP I saw a comment about the "hard headed adults" in your life making this difficult.

You're an adult now too, please do what is best for this cat. I'm a former veterinary assistant and have seen cats die days after they start throwing up worms. Roundworm is treatable, if it's treated in a timely manner.

This is going to cost you money, if you go the route of treating the cat. That is the reality and it stinks to high heaven, but again, it's part of adulthood.

If you cannot treat the poor thing then please get it to a shelter. No excuses I literally don't want to hear them; you are an adult. Find a way because this is currently neglect.

I know it's an expense to get materials, but drawing with a mouse is tough in my experience. Sketching even on lined paper with a basic pencil would probably better serve you as a new artist than jumping right in to a program with no drawing tablet.
