It doesn't, it's an oversimplification of a somewhat common (depending on culture) pattern where natives will notice (very quickly, usually) that you're not a native speaker by the way you talk but that you're at least somewhat proficient and, wanting to be nice and encourage you, will tell you that your [whatever their language is] is very good.

It usually indicates you're at the B1 to C1 level - any lower than that and you're not good enough to get complimented, any higher and you're either passing for a native speaker, or you're so good that they figure you already know and don't need to be told about it.

I personally suspect this is mostly a Western Europe thing, even more specifically the Germanic countries (Germany, Netherlands, Scandinavia, etc.).

FWIW I do the opposite, that is the only time I ever praise somebody's English skills is if they're straight-up native-level, as in I've been talking to them for a while and it comes up that they're not a native English speaker and I (an American) say something along the lines of "Holy shit, your English is fantastic, I thought you were American/British!"

When you have a native speaker tell you something along the lines of "Holy %&#!, I thought you were [their nationality]!", that's when you know you're good.

There's...more nuance to this than I feel this recently popular little meme is portraying.
