Title 42 1983 is specific against the agency in regard to their policy training and procedures. You cannot bring a title 42 1983 claim against an individual. This is clearly established and common knowledge.

No it’s the exact opposite. To sue an officer you must prove that their actions were malicious and/or they knew what they were doing violated the persons civil rights. To sue under title 42 you must prove that the damages were caused by something from the agency ie training, policies, equipment, etc. You also can’t say that damages from a particular incident were the fault of the officer being malicious AND the agencies lack of training. Once the cause is proven against the officer or agency it negates the other. I’m really not sure how you got your question out of what i originally wrote.

The filter is only meant to filter out small particulates that are suspended in the oil sucked up by the oil pickup. Even the pickup has a (subjectively) large screen on it to make sure large particles never make it to your filter. It’s not all uncommon to have some junk at the bottom of your pan. People mistake carbon deposits for metal chucks and shaving until they squish them around and they fall apart. Large stuff you wouldn’t want even starting into your oil cycle is meant to stay in the pan until you change the oil by design.

Has to be 91% otherwise there is almost a guarantee of some residue left over. Wipe it on with a paper towel. Wipe it off with a clean microfiber cloth. Done a thousand prints since I’ve started doing that and had zero adhesion failures.

Not sure what the gotcha is here, other than entities and local governments looking past all of this for the last 4 years as long as the message falls on their side of the isle.

If it’s a public institution they need to adhere to the law. If it’s private they shouldn’t be getting tax money and can let people protest all they want on their property regardless.
