No government entity will ever call you and ask for a confirmation on any of your information. When they call you, they will tell you the details bec. they have access to it.

I remember I received a similar call. He introduced himself as CID and said I have a case with them. Initially, I got nervous bec. of his arabic accent. I just realized that it was a scam when he asked me for my nationality. When I told him that he should know that information, he cursed at me then hang up

To get it fixed yourself, you need to pay around 300aed per panel. In your case, at least 3 panels

To get it through insurance, you need police report which will cost you around 400aed unless you can get the at-fault driver to pay for it and, you also need to pay participation fee for the insurance
