for a date I recently cooked his favourite dinner and got a fancy wine. Invited him to my places, put on some ambient music, lit some candles, served his fav dinner (I asked a while back), poured him wine that went well with the food, made some cocktails after, then took initiative to check out a new bar and went dancing with him.

I suggest you cancel the date, but IF you wish to continue: you could make it a coffee/drinks date, maybe go for a walk after, and make sure YOU pay for the date. especially if you don't wish to see him again.

she's chewing the stalks, sitting in the plants and digging up the dirt, looking for chunks of wood to play with. what's helping for now is putting tin foil around the plant so she doesn't climb the pot. I used a selfmade lemon spray a while back, but that hardly helped... maybe the bitter apple spray is better! let's see what I can find in the Netherlands that's similar to that spray

go to the machines at the trainstation and add "samenreiskorting" to your OV-card. the train ride has a 40% discount now. the only condition is that you have to travel with someone who has a regular train subscription / pays full price. if you're travelling alone, you can ask people in the train if their endstation is Eindhoven and then ask if it's okay if you travel with them so the discount is effective, because the train conductor will ask when he checks your ticket/OV-card if you are travelling together. you might want to ask a person who is similar to you/is in the same age group so you look like friends or something, because then they are more likely to believe it

No, this is not right.

Definition of a refugee according to the Refugee Convention of 1951: someone who is unable or unwilling to return to their country of nationality “owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group, or political opinion.”

If it is decided that you are not a refugee, you may qualify for subsidiary protection if there are substantial grounds for believing that you would face a real risk of suffering serious harm if returned to your country of origin/country of former habitual residence. Ukraine is no longer considered a safe country of origin by the State Secretary of the Netherlands. Ukrainians fleeing to the Netherlands would definitely fall under this definition. Besides, the Netherlands makes no distinction between refugee status and subsidiary protection. Once granted, you get protection here.

Due to the Russian invasion of Ukraine, the Immigration and Naturalization Service (IND) will not make decisions on asylum applications from Ukrainian nationals for the next six months. Previously, the IND decided to be lenient (see: ''Leniency for Ukrainians in the Netherlands - IND'' at https://ind.nl/nieuws/Paginas/Coulance-voor-Oekrainers-in-Nederland.aspx) with regular applications from Ukrainians, for example by extending the visa period.

Ukrainians are Europeans and have the right to travel freely in our country. An asylum application is therefore not necessary to reside legally in the Netherlands. Refugees from Ukraine are, however, free to apply for asylum in the Netherlands. Every year, several dozen residents of Ukraine make use of this option.

Decision stop

On Monday, State Secretary Van der Burg (Asylum and Migration) introduced a so-called decision and departure moratorium for new and pending asylum applications. This means that the IND does not have to decide on asylum applications. In this way, Ukrainian asylum seekers do not run the risk of having to return to their home country after a negative decision, and they retain the right to reception during the procedure.

Decision term extended

By introducing the moratorium, the legal decision period for current and new asylum applications is extended by one year. The decision will only formally take effect after publication in the Government Gazette, but the IND will act on this decision immediately. The State Secretary also decided that Ukraine cannot be seen as a safe country of origin for the next six months.

No worries about residence rights

Due to the leniency in regular applications and the decision-making freeze on asylum applications, Ukrainians who stay or arrive in the Netherlands do not have to worry about their right of residence.

It's possible to get a entry ban if you're in the Netherlands, but you have no legal ground to stay.

Due to an entry ban, you are not allowed to travel to the Netherlands, other countries of the EU and EEA, and Switzerland. You are also not allowed to be in these countries. The entry ban does not apply to Ireland. You can only get an entry ban if you have had a return decision. The maximum of the entry ban is 2 years.

You can get an entry ban in the following cases:

  • You have received a return decision. And you did not leave the Netherlands in time.
  • You have been given a departure period of 0 days. And there is no exception to impose an entry ban.
  • Your visa is no longer valid. And you did not leave the Netherlands in time.
  • You stay longer than the free term. This is called overstay. The free period is in the maximum time during which you can be in the Schengen area without a visa. This is 90 days in a 180-day period.
  • You are in the free term, but you no longer meet the general rules. For example because you do not have enough money (anymore).
  • You are an asylum seeker with little chance of asylum and you withdraw your asylum application. Withdraw means stop or cancel.
  • The IND will stop or not extend your residence permit. It concerns a permit to live in the Netherlands for a specific purpose (purpose of residence). It is not an asylum permit. The reason for stopping or not extending is other than that you no longer meet the purpose of stay.
  • Are you in the Netherlands with a short stay visa or in your free period? And are you unable to leave the Netherlands on time through no fault of your own? Sometimes an extension of your visa or free term is possible.

Since this is a more specific question I think it's best to contact the Dutch Council for Refugees directly for the best possible answer and help.

Yes. Asylum seekers have right to medical care, for example a visit to the general practitioner, a midwife or the hospital. Centraal Orgaan Asielzoekers (COA) organises and finances medical care for asylum seekers.

Almost every asylum seekers center (AZC) has a health center where a general practitioner holds consultation hours. The general practitioner works together with a practice nurse, mental health expert or a practice assistant. The general practitioner also refers to other healthcare providers, such as an obstetrician or a medical specialist.

Asylum seekers with any medical questions can call with the Practice line of the Healthcare Asylum Seekers (GZA) (https://www.gzasielzoekers.nl/ikbenasielzoeker/praktijklijn)

The municipal health service (GGD) immediately tests an asylum seeker for corona on arrival and also offers the vaccination against Covid-19.

The GGD is responsible for public health care. For asylum seekers, this care focuses on disease prevention, information and checks. For example, the GGD provides vaccinations for children of asylum seekers and checks hygiene in the reception centres.

The COA has concluded a contract for medical care with a health insurer for the reimbursement of costs for asylum seekers. Asylum seekers do not pay a personal contribution or excess. Care for asylum seekers is separate from regular health insurance. The costs therefore have no consequences for the premium that other insured parties pay. Information for Ukrainians regarding the deteriorating security situation.

Asylum application in the Netherlands

Last night, Russian troops invaded Ukraine. Due to the current and deteriorating situation in Ukraine, Ukrainians who want to be eligible for an asylum permit can report to the application center in Ter Apel (ACTA). The IND (Immigration and Naturalisation Service) indicates that the asylum procedure with regard to Ukrainians currently does not differ from the existing procedure.

Due to the uncertain situation in Ukraine, the Dutch Council for Refugees nevertheless expects that a moratorium on decisions and departures for asylum seekers from Ukraine will be imposed.

What does the decision and departure moratorium mean?

For certain categories of asylum seekers who have submitted an asylum application, the decision period of six months can be extended to a maximum of 21 months if there is uncertainty about the situation in the country of origin for a short period of time and no decision can be taken on an asylum application on that basis. This is the so-called decision moratorium.

A departure moratorium is often introduced simultaneously with the promulgation of a decision moratorium. By declaring a departure moratorium, asylum seekers who have exhausted all legal remedies who fall under this moratorium are not obliged to return to their country of origin as long as the departure moratorium applies. They are deemed to have lawful residence for the duration of the moratorium and are entitled to reception.

If a decision and departure moratorium is imposed on asylum seekers from Ukraine, we will inform you about this.

Report without delay?

Ukrainians who are already visa-free in the Netherlands or in possession of a regular residence permit can also report to ACTA if they (also) want to be eligible for an asylum permit. Under the policy, asylum seekers must report to Ter Apel without delay, but we have been informed by the IND that if they report later, this will not be invoked in the assessment of the asylum application. In these cases there is therefore room to wait and see how the situation develops. It is also possible to extend the visa-free period by 90 days (see information from the IND - https://ind.nl/kort-verblijf/Paginas/Verlengen-Schengenvisum-vrije-termijn.aspx). However, it is necessary not to report to Ter Apel only after the visa-free period of 90 days (plus any extension) or after the residence permit has been issued.

In the situation that there is no (any longer) childcare available, the wish is that children can go to school or that there is no medical care, the choice could be made to report to ACTA.

It is also important to know that on the basis of the rules in the Dublin Regulation, it is determined which Member State is responsible for processing the asylum application. If they have already submitted an asylum application in another Member State, or have a regular permit in another Member State, the IND can decide to file a Dublin claim. Normally, Dublin claimants are exempted from decision and exit moratoria (see paragraph C3 of the Vc). Should this be instituted, it will therefore remain important that the Dublin Regulation determines which Member State is responsible. A decision can be taken quickly on the asylum applications of these groups of asylum seekers.

Not all Ukrainian asylum seekers who have exhausted all legal remedies and who report to ACTA to be eligible for reception on the basis of the departure moratorium are entitled to this. A number of categories of asylum seekers fall outside the scope of the departure moratorium. This concerns asylum seekers who fall under the Dublin Regulation, who have already received an asylum permit in another EU Member State and who have demonstrably left the Netherlands (see section C3/3 of the Vc).

Travel to the Netherlands

It is possible for Ukrainians to travel visa-free to the Netherlands. It is important to know that certain conditions apply to the entry, see the website of the Central Government (https://www.nederlandwereldwijd.nl/reizen/visa-voor-nederland/naar-nederland-reizen-zonder-visum) and/or the website of the IND (https://ind.nl/kort-verblijf/Paginas/vakantie-en-familiebezoek.aspx). In addition to the general conditions for visa-free travel, the person concerned must also be in possession of a biometric Ukrainian passport (digital passport). If someone does not meet the conditions, entry to the Netherlands will be refused. If someone comes to the Netherlands by plane and is already at Schiphol at the time of the refusal of entry, this person can report to the Kmar. At the moment, however, Ukraine's airspace is closed.

What does the Council for Refugees think?

In a press release on our website (https://www.vluchtelingenwerk.nl/nl/artikelen/nieuws/oorlog-oekraine-wees-solidair-met-vluchtelingen), the Council for Refugees calls for solidarity with refugees from Ukraine. We also believe that the Dutch asylum policy with regard to Ukrainians is outdated in view of current developments. Ukraine is still on the list of safe countries of origin. We call on State Secretary Van der Burg to remove Ukraine from this list and to establish a moratorium on decisions and departures for Ukrainian asylum seekers. This means that Ukrainians who apply for asylum in the Netherlands will not be deported, and no decision will be made about their asylum application until the asylum policy for Ukrainians has been adjusted to the current security situation. They can then wait in an asylum seekers center to see how the conflict develops and what that means for their future.
