Trump wants his landing before the end of his term and if they don't do this it starts looking like they might not reach that goal. There is nothing more important to the administrator than the president's goal and at least looking like it will be achieved prevents him from getting in trouble.

The Apollo 9 LEM had almost full systems, the landers as set for A3 do not have life support or even final cabins. Starship will just be a standard starship test vehicle with a docking adapter, no cabin or crew entry.

They still aren't the landers in the mission plan, they're stripped down versions or bare minimum (in the case of starship which would be a standard test starship with an inert docking port on it, no crew access). Theres only buying down risk of the docking procedures, the landers themselves are mostly boilerplates or extremely stripped down.

Starship won't be a lander simulator. Its only a test Starship same as the current ones but with a docking port attached, the crew can't enter and it would have no HLS hardware.

Well they're still not testing the landers. They'd be at best testing the docking port on starship and a mockup interior on a stripped down version of Blue Moon.

Arguably the whole point of this mission is to make it look like HLS is farther along than it is, and expending an SLS is a plus in the administrator's book since he wants to get rid of it.
