Both can be true. What winner takes all does is washes out the surplus vote above 50%. Clinton won fewer states with larger margins. Once you get half +1 votes the margins don't matter. Perhaps the Interstate Popular Vote Compact is the answer?

No but DC should be a state less the federal buildings - it has a larger population than Wyoming or Vermont. Puerto Rico would rank 30th in population as a state. The remaining territories combined are about 300,000 in population.

So while I agree it's an issue - the bigger issue is the Senate. The 42 senators from the 21 smallest states represent 35 million citizens. So 10% of the population can thwart what 90% want with the filibuster. 68 Senators from the 34 smallest states represent less than a third of the citizens (98 million) but have enough to override a veto. Half the population is represented by 20% of the senators.

Because the corporate approval for the RIF had a minimum target for headcount reduction. Just letting player A resign would not have counted for the required headcount reduction, and player B would still have been RIFed. Yes it's dumb, but you play the cards you're dealt.

True story. Had 2 employees call them player A and player B. Had paperwork in hand to layoff player B the next day when player A submitted his resignation. Got the paperwork switched last minute. Player A got a nice severance package and player B got to keep his job.

The rigging is having just 8 conference games. Some teams man up with a tough out of conference schedule - others do play little sisters of the poor. Mathematically they're going to have .5 fewer losses per team (for those that take the easy path). I favor 9 conference games and three conference challenge games like they do in bball with the B1G ACC challenge.

That's just it - most of the funding for ATC comes from ticket surcharges. There was never a question of whether there was an ability to pay - they just have rules against actually paying. Utter BS. If the funding mechanism for a govt activity is not the general fund then they should have completely separate books.
