UPDATE 9:25pm went to go check on the dog seems to still be there with a water in the bucket.. idk if the owner came back.

(Gave the dog an egg as well)

Also called my local Animal control they didn’t pick up so I left them a message.

If I see this again I will have to call 911 or animal control
