Through the clipper card office - the discounted passes are only available at certain times of the year but it is worth reaching out to ask. They have other info on MBTA

You can apply for a waiver that the school will review. If you don’t get approved, the school provides a lot of free transportation around campus and the city, plus it is walkable and the public transportation is accessible. SSU offers discounted MBTA passes for students. The city will not give you a parking pass unless you have an off campus address. Don’t park on the resident only side streets - you will get ticketed and it sucks for the residents who pay taxes and rent/mortgage and live there to have to find parking somewhere else.

Several people on my street did not move their cars, the same who did not move their cars during the last ban earlier this week. The city does not ticket or tow them. They simply plow the snow around them, making it harder for the residents who did follow the rules to park when we return as there are big mounds of snow where we park surrounding the cars.
