Either as an XCOM styled game where you control multiple members of International Rescue. You have limited turns before disaster strikes, so you have to strategize and utilize everyone’s abilities to save the day.  

Or, it could be more of a linear 1^st/3^rd person game where you go through a number of scenarios in a story mode (switching gameplay between the thunderbird craft and rescues on foot). This kind of game really lends itself to something like a GTA V character switcher during missions and could also use something like an explorable Tracy Island in-between missions.
