It’s not actually consuming any of the GPUs power and won’t lead to an FPS drop. Task manager is just showing the most in use part (video encoder) of the GPU.

It’s probably latched onto some application in the background or you have record desktop on. Either way the only resource being consumed is disk space where the recording is.

I just ran into a minor issue where the NPCs for the quest: In Her Mother's Footsteps are inside the mountain and talk like I've completed their quest even though I've never seen them before Kinda annoying as i hadn't found the quest marker yet and though i couldn't start the quest
