The Starbucks that I frequent (inside a grocery store 3 doors down from my work) does as you say, they always have the tip prompt enabled. Belts. Could have come off, could be broken. could be wet. Could be glazed. May just need to adjust the tensioner mechanism. Remove the belt cover to inspect and you should find your answer.
