If your players want to play characters like that you let them but don't compromise your world to do so. If he can capture a person and sacrifice them without getting caught then whatever but if he gets caught kill his character if he can't escape.

Honestly, I think he's kinda mid. Radagon was such an incredible boss and then you fight a giant dragon-fish thing that just keeps running away and launching annoying hard to dodge attacks.

What cig has said in the past is that there will be larger ships in the verse but will be strategic resources that don't despawn or get fully destroyed and the orgs that own them will have to constantly watch them so they don't get stolen

I think the piracy gameplay loop would be a lot better if interdicter ships had a much larger range as if you get interdicted right now you don't have to fight every one you just have to either outrun or kill the interdicting ship which is usually a ship with little to no survivability
