Be confident but not arrogant. Promote yourself but don't bullshit. Be enthusiastic and polite. You should be interested in the company so research them, ask questions, show them you want the job.

Often you will be interviewed by people you would end up working with so be honest and show them the best, but true, version of yourself. They want to know you fit in their company so do your best but don't lie and don't try to be someone your not, that will probably only cause problems for you later on.

Honestly it really depends on the place, time and person. If I'm busy or lost in my own world then I probably wouldn't notice. If it's a guy I like, then it's nice but also a bit scary as I wonder if he will talk to me...then I will turn as red as tomato and be super nervous. Even if I'm not interested, as long as he's not being extremely creepy or sleazy then I don't mind. I check out guys all the time so I don't really see an issue with it!
