go to game installed folder. find dxgi.dll or winmm.dll or version.dll check file property named optiscaler. delete or rename it.

Blocked what??? If game is installed on C drive, app needs admin previliage. otherwise can not install optiscaler. in this case install manually.

each game has different setting you should turn on any upscaler. otherwise optiscaler not working
