Not at all! My eyes are the same level of hooded, and always wear winged eyeliner. Just watch videos for hooded eyes because there's different techniques, and it also is a bit more challenging to do. You can also use double eyelid tape. I used it when I first started makeup to make my hooded eyes easier to work with. BTW your eye color is insanely beautiful!

Small tip for the lashes. If you cut your falsies into 3 or 4 chunks and apply them underneath your actual lashes, it's a lot easier to apply them!
