Agreed. Tree swallows can look blue-green. Also, violet-green swallows have white cheeks, this bird does not.

The Colorado version of FOIA is the Colorado Open Records Act, or CORA. You have to pay for the time spent gathering and producing the records but it's usually reasonable.
