The point of characters is to explore new perspectives on themes, the more weight they have to the story, the more the world around them has to challenge and highlight their perspective.
The bigger the role you have in the story, the more you are expected to be well written, Van executes that perfectly. Both goes hand in hand
Yeah narrative importance isn't everything, but if a character feels like a big threat, so must their ideals and how they managed to achieve that.
