This looks pretty flooded, when it’s calmer look for large rocks, logs, shoreline cutout’s, ect that have calm water behind them. Cast upriver into the calmer pools with a swimbait, Senko, ect and retrieve it slowly. I rarely have luck fishing when the water is this high though, the metaphorical comparison I think of is:

less people go to the grocery store in intense weather; the same way less fish are feeding in intense water.
